Some dealers will cover it, some won't. My F10 developed the same symptoms. I took it to 2 dealers and they both declined to cover under CPO warranty since the rotors' surfaces were "rusty" but within wear spec. Their brake job prices/fees were absurdly expensive so I went to an indy for new BMW rotors/pads at half the dealer cost and braking was then smooth as glass at all speeds with perfect bite. And the indy's free coffee was just as good as the dealer's.
I'm happy for anybody who gets "defective" brake rotors covered.
