Based on your profile, you have Non-Tu which right away tells me that your diverter valves are shot. They max out at 16psi and then tear after a some time. Same happened to me until i got the ones from N63intake.com Now i can hold boost no problem at all.

Additionally, i recommend getting a back-end tune.
