That's why we have that particular Highway Code ruling in the UK and it's one of the more sensible ones. It's equally applicable to the rear fog lights, which some idiots switch on when it's a crystal clear night, presumably out of malice or stupidity. Either way, it's dangerous as it's highly distracting to other road users.

Here in the UK, many just use "FOGS" and nothing else!!!.
