My understanding of how the process worked at one time (it may be different now). You order the customized plate now and pay a one-time fee now. When the plate comes in, you bring in the plates you want to replace to the DMV and they give you the personalized plates. Apparently your new plates can be held a little while before being released if you don't claim them.

So I don't think you need the car now to order the plate. But you'd need it eventually. Keep in mind that when you get a new car it could take as long as 2-3 months to get your new plates. And you must have them before you can put on the personalized ones (I think). So that may eat your time window. The timing will be tricky.
