The charged/compressed air in a turbo engine is very hot, compared to the intake air in an N/A engine. It relies on the cooler ambient air temp to chill it off via the intercooler(s). If the outside air is 100 degrees, the intercooler isn't as efficient in cooling off the charged/compressed = less than normal performance from a turbo engine.
