I've come to find out that there's a limited selection when it comes to good tuners/vendors in San Diego(as far as I am aware) and they tend to be more expensive compared to the LA/OC market. If paying more isn't an issue for you, then I would recommend the following based on the mods you listed.
Although I don't know a shop that has done previous work(modding) on an F10 before here in SD, I know there are plenty in LA/OC that have.
1)ACG (Automotive connoisseur Group) in Kearny Mesa
2)Group 5 motorsport in Miramar
3)Wrap City or Modern Image in Miramar for the clear bra
I personally would rather take a weekend trip to LA/OC and get it done.
