Blind spot only turns on above 50kph (30mph) so it is not on for most slow city driving. Once the threshold speed is reached it is always 'on'.
The white triangle on the mirror housing lights up only when it detects a vehicle either beside your car or rapidly approaching.
If you pass a vehicle it takes extra time before the vehicle is detected. It uses radar for the system.

If you do or don't indicate a turn the steering wheel vibrates and the triangle gets brighter and flashes. Inadvertently, the system has prompted me to leave more space when changing lanes.
There is an on/off button on the left lower dash. The car remembers whatever setting you last used. I leave blind spot on and turn off the lane departure button when in the city but turn them both on when on the highway.
Either way the car remembers the settings when turned off.
I like and rely on the blind spot as an extra safety check.
