The sway bar is fully moveable up and down before attaching it to the links on either side. The links on each side is also in the exact same height when both wheels are unloaded (or loaded on a level surface).
But I don't think this is the issue the mechanic was having. The OP said the bushings wasn't sitting flush against the frame.

Okay, then all I can think of is that the OP has the wrong part. The correct PN is 31352284460 (the correct bushings and brackets are included on the sway bar)
