Update, it’s fixed!
Replaced the belt, tensioner and pulleys and the noise is completely gone. The belt surface looked okay but it did have a few gouges on one edge so it’s good this was replaced. I think the culprit was the bearings. All three pulley bearings had some play in them. Always nice when it’s a simple and inexpensive solution.
