This used to be more common than today. In order to meet the emission standards, car engines today must be made to much tighter tolerances than those of yesterday, so as a result, don't leak or use oil as much. This also means that the breakin period is shorter. But, using some, especially if you are doing a lot of stop and go when new, is not unheard of.
