Strong solution of Surfex-HD (eg 1 part 15 parts water) and soak your car in it.
Then just wash with two regular two bucket method and dry with a good towel.
There is pretty much nothing surfex-HD wont shift, so if this doesn't work, the water spots are etched into your paint, and you need a polish and wax job to get rid of them.
