So, yeah, the missing $3 represents a key acknowledgement that the state of mind of the service team is not what you paid for. To me, I would not confront the lad directly because I would pray that the guy that needed the $3 so desperately is able to find a better life. At the same time, I would take my business elsewhere and notify the manager to tell them why.
Taking no action whatsoever is enablement. Eventually, $3 becomes $300.
