I think all wheels and tyre shops do balance the wheels before they install on your car. I haven't met any shop that mount the wheels without balancing them. If there is any, they are asking for trouble. For even if the wheel is perfect, when combined with tyres, balance will be off because tyres will never have perfectly uniform weight distribution. So most likely, they balanced the wheel/tyre combo once, when they mount it on your car. To be really anal, balancing should be done once mounted on the car, which includes the brake rotor assembly. But that will require some very fancy and bulky equipments.......

Yes. A shop did mount and balance when they sold me the wheels. And they did it again when I complainted to them that the car vibrates at speeds of 110kph and above. They then adviced that PZero with pressure less than 36 will be noisy so they bumped up to 38.
And after that, still vibration and noisy
WK did a better job with wheels and tyre assemblies.....
