These things can often be a blessing for the used car buyer. Used car buyers are more cost conscious and things like perceived high running costs tend to force down prices more than they ought to. This extra tax is less than a grand over the 3 years that you might own it. It is quite feasible that you will save a lot more than a grand when you buy it and if you keep it until it is 6, the stigma suddenly vanishes and it becomes more desirable to the market again.
I've bought a few cars that were cheap because most people thought they would be expensive to run. The extra running costs have always been less than the amount I saved up-front.
