I know what you mean but I doubt The Chancellor of the Exchequer is "jealous" of people who have to buy their own BMWs. The problem with letting people spend it on what they want to "move it around the economy" is they tend to spend it on German cars, foreign holidays and Chinese tat and it disappears. There is no easy solution because, ultimately, if you don't tax rich people you have to tax poor people instead.

I am not a fan of trying to control behavior by taxation. It is a bit different if you are using the taxes to pay for the social cost of the activity but simply upping taxes to try and reduce something that you don't like is very unfair. You are basically saying that we will make an activity artificially expensive so poor people have to do as they are told but rich people can do as they like.
