1. A wheel (rim) will only have one offset, if that's what you mean.
It's the distance from the wheel hub (contact point with the cars brake) to the middle of the wheel in millimeters (mm).
2. There more than one exact offset that will fit, but it's need to be within a range. That range will be smaller with wider wheels.
