Are you suggesting that the new law would require the taillights to be on during the day, as well? That would seem a bit excessive if it were the case... although, I'm always amazed at how many people fail to turn on their lights when in the rain, fog, or snow, where lack of taillights on a highway with poor visibility can be very dangerous even during the day.
