This would explain why it's much worse when rolling, rather than completely stopped. The car reacts slowly in second gear and then decides to downshift to first, and reacts very strongly.

This makes alot of sense. I don't feel unhappy with my 550xi's response from a stop, but even in my car I can feel a bit of this transmission/low-rpm related timing. If you move the shifter to the left it'll put it in 'sport' shifting mode and also show you the gear it's in on the center console.

I wonder if the efficient dynamics regenerative breaking is making the problem worse at low speeds as they might be intentionally staying in 2nd to lessen engine-drag and milk more out of the regeneration.
