I assume the specification/options are different, (like the wheels, as already mentioned).

Same base spec' F10 models, here in the UK, are rated as more economical in later builds. Options can be the difference.

One other factor, the higher mileage 535i may have had a very free running engine, due to the mileage, newer car not yet at peak. The reason for saying this, I had a new engine in an E39, at 65k miles. The new engine, dropped the economy by ~5mpg. Even 25k miles later the new engine had not reached the efficiency of the old engine, was getting there but still needed more miles.
