LS2 are the worst tires I've driven on, I luckily only had to suffer through them for a short while before my nice wheels and tires were in.
It would seem odd that you'd have trouble adding a specific code to the VO, I've added and seen many added. Adding 840 to the VO, calculating FP and writing VO to DME should return 250km/h.
If for some odd reason that doesn't work all the more reason to get a tune and have the DME coded to remove VMAX altogether.
