I think it's based mostly on credit score and possibly on your history (if any) with BMWFS. I think, but don't know for a fact, that "top tier" credit usually starts with a score in the 700s. You probably need to find out your credit score before trying to get a great rate. In other words, if it's 500, it's probably not worth the effort.
