Ahh there is the difference! The rear 351M wheel is 9" wide with a 44 offset, so compared to a 8.5" wheel with a 33 offset, it will sit about 5mm "in" as compared to a non staggered setup (assuming the same size tire is mounted on both). Even though my car is a RWD, I sourced a non-staggered 351M set so that I would be able to rotate my tires front to back each season and extend the life of my tires. That might explain why your rears are not completely flush and you think you can move up to 18mm.
