Mine only uses the 4 oem screws in the rear center and then 2 bolts, washers and nuts on the outside edges, no self tapping or non oem holes for my setup. This holds the lip fine on its own but there is a gap on the front edge so I use 3m molding tape to keep things tight.

There seems to be a few different reps sold - some with or without additional pre drilled mounting holes for self tapping screws. The one I got does have these holes for the very front edge of the lip but since I don't want self tapped holes in my bumper (for when I decide to change lips) I currently use double sided tape. The reps have different fits due to different molds used so you'll have to experiment on how much tape to use, where to place the tape and what kind (3m molding tape available at retail stores or one of 30 different 3m VHB models available online only).
