In my country, police counts it with darkness, so 100% is darkest... i think counting "style" which you said is better (for me)...

Wouldn't 100% darkness (0% Tint) effectively make the window useless. Basically putting a sheet of metal in between. Unless 100% darkness means a 5%. Then that makes sense.
