If the other user did not turn it off, you wont need to turn it back on
It will stay on the same map that he was using
Lots of things can be wrong including bad install, wrong firmware, wrong JB4, Faulty unit,etc...
I suggest you start by taking pictures of the Jb4 so we can check if this is the correct one for your car.
Car year would be helpful as well.
