I believe that this type of 3D view of the buildings is only available starting with the '13 models. It really shows nothing most of the time while driving through suburbia, its only when I am in a big city that it just popped up.
It was pretty cool the first time that I saw it...and maybe the second time too
. In a practical sense I do not believe that it has much use.
