In swedish law if the counterpart agrees he is responsible, the police wont need to get involved. And usually its the insurance companies that will decide if the police needs to be involved or not.

In any case leaving a note with your contact info means you wont get in trouble for leaving a crime where I live as I understand it.

If he was drunk yeah, or he doesnt have insurance, but it sounds like the damages were severe enough to not be worth paying for yourself.

In many places in the US, the police will not come out for minor traffic incidents. They will simply say to file a report.

Legally one is required to file a police report for any traffic incident, but unless insurance companies are involved people genrally do not bother.

Also, everyone would report you if you tried to leave, I cant believe no one reported.

How can you be held responsible for this, the other drive must pay.

I hope your new car is repainted with no noticebale difference. I would be heart broken if that happened to me.
Hit and runs, are definitely illegal, yes. However if the person admitted to it and left their contact info then its all good. Since it's very difficult to enforce a hit and run people just do it anyways without giving it a second thought.

You obviously don't know much about paint.

It really comes down to people following the rules.

Sucks... But that's life, the dude i going to pay - look on the bright side there's much worse in life. I had a door replaced/repainted at a BMW dealership. My car is dark graphite (sophisto gray A90) and can't tell the difference in a million years. Good luck with the repairs!
