Engine air filter: Is this piece important?

I ordered a Mann C28125 engine air filter from Amazon, which matches the part number of the BMW air filter I pulled out except for a /1. The replacement is missing the fuzzy white material pictured below. It was glued to the BMW air filter.

Looking closer on Amazon, there's a C28125/1 which is for "cold weather option/twin turbo" vs. the replacement I got C28125 which just says "twin turbo". Should I return it and get the /1 version? Anyone know the difference the fuzzy white part makes?

I did some more Googling, and it appears to be for driving in blizzards, where snow might get sucked in and saturate the paper/clog the filter. The fuzzy prevents that from happening.

I'm sure if that's wrong, someone will correct me!
