Do they end up melting down the metal shavings and reusing them?

I highly doubt it. Only huge wheel companies like BBS, Work, Rays have a foundry like that I believe

Wouldn't they send them back to the foundry where they got the blanks from?

yeap, they would probably recycle those metal shavings. but i am sure they dont do it themselves.
