Additional tax paid yearly or upfront

Just curious, with the new tax regulations in place would an M Sport BMW (above £40K +, registered after 1st April 2016), you pay £140 + £350 government tax.

I read the additional £350 is a yearly cost for the first 5 years of the car, if so does the dealer add this cost into the exchange price or is it paid every year when you purchase a car tax?

The initial VED bill is based on emisssions, you will then pay £450 (£140 + £310) each year when you renew.
