Paint Damage

So i Went to my car today and saw this dark gooey substance on my hood, i cleaned it off with bug remover and glass cleaner. There is this yellow mark left after the gooey substance was removed. How do i get it off?or do i need to do a partial paint job. Any suggestions would help.

I have not tried cutting polish. I actually don't know if it got there while it was parked or if it was while i was driving. It wasn't a stain at first. the black tar looking substance was on top of it. after i removed the tar, the stain was left

How did you remove the tar? There is tar remover available, it breaks down the tar and liquidises it...

it was like gooey tar, i just wiped it away with a towel. I went to a body shop and they told me the tar ate through the paint. Now i have to get the hood redone.

Have you tried a valeting shop to se if they can buff it out, might be worth a second opinion...

try clay bar (probably deeper than that) then try polish if you have a machine, if not try compound like Meguiars 105,if not then maybe wet sand from 3000, or 2000 but only if you know what you are doing.
check Junkman2000 vids on Youtube as a start, but only if you are comfortable!! if not take it to a pro.
