Question/issue with satellite radio time skip (2013)

When people "rewind" satellite, does the negative time count down/up?

On my 2011, it did this.

On my 2013, the time place stays still.

The biggest problem I'm having is that my satellite radio is actually skipping.

It's driving me nuts since the car has a buffer and the actual signal appears fine (if I rewind I can listen to the same segment without a skip).

I'm afraid the harddrive is bad.
