Might help your understanding to realize the US car is not a Euro car.

Charge more for less. And with all due respect, yes, your average American falls easier than your average European.

If you want proof look no further than "But wait! Call now and you'll get two for the price of one" type of ridiculous commercials, that would never work in Europe.

There are ultimately two questions here.
1. Why was the 530d rebadged as a 535d and
2. Why was the Euro 530d chosen to come to the states rather than the Euro 535d.

The answer to the first question is more than likely simple price points. It would be tougher to sell a car badged as a 530d that is more expensive than 535i. It's all about perception, and it would be tough to convince the car buying public. I'm honestly surprised they didn't get even more creative and call it 540d or something else to prove its more expensive. I believe this was probably a big factor in rebadging the car in America as a 535d.

Why the Euro 530d was chosen to be brought over to the U.S. rather than the Euro 535d is another question which I dont think anyone on these forums can truly answer unless they a a board member at BMW. It's a total shame that we didn't get the Euro 535d, as I would have seriously considered that car when my 535i lease is up.

Euro 535d would probably be 5k more expensive than 530d which would make it around 6.5k more than 535i and you would really have to make lots of miles per year to gain any advantage over driving 535i especially considering low gas prices in US and only 2 liters per 100 km better fuel economy of 535d over 535i.

Though it's a welcome characteristic, I don't think ppl buy BMWs with fuel economy in mind.

That's exactly the point in US because gas prices there are so low and Euro 535d would then be serious competition to 550i which is something BMW doesn't want at all. BMW will never allow any of its model to compete with 550i because US is probably the only market BMW actually sells 550i. In Europe, 550i sales are marginal, probably only 1-2% of all sales they make in Europe.

I'm pretty sure they chose the 530d as that is/was one of the cleanest/green BMW diesels and the US apparently has very strict emission legislation on diesels in passenger cars. So even though both the 530d and 535d are Euro6 level engines, it might only be the 530d that passes stricter US emission legislation.
