FSC Code generation error

Hi experts,

I have been trying to update my BMW navigation from 2012 to 2017-1. I generated my fsc, but getting struck with map activation code. I tried modifying the lookup xml but not sure what I am doing wrong. I modified the id sequentially as it is in the original file.

If it matters, I am doing a CIC update and own a 2012 535xdrive

Here's the 2018 Lookup.xml file if it helps you instead of changing it yourself.
