Way low. I had the same problem, cracked diverter valve housing. I bought two, replaced driver's side and fixed the problem. Now I've got a spare in the event the elevated boost levels I'm running crack the passenger side or the replaced driver's side.

It was very difficult to see, and if some coolant wasn't on the housing showing bubbles, I likely would have never found it.

Good luck. You've got something going on, preventing you from building boost. I'm running BMS stage 2 and will hit 19-20 psi peak.
