2011 F10 535i Engine fan cycling

My 2011 F10 535i engine fan started acting weird the other day. When the car is idling, stopped, in traffic, the engine fan continuously cycles to a very loud full speed and then slows and then immediately spools back up again. I am waiting for the engine to cool to double check coolant levels, but imagine there would be another warning. The engine oil temperature on the dash wasn't even showing up to full temperature. The current outside temperature is 50F and it does it day or night.

Any thoughts on cause or what to troubleshoot?

Could just be a temperature sensor that is faulty.

Coolant level is low. Took it in to be looked at to see if there is a bigger problem as cannot find any external coolant leak.

Any idea if there is a systemic coolant leak type for this engine? Is there any chance it is the oil cooler housing? That gasket has seeped a very small amount of oil out, not sure if it has also allowed cross communication.

Heard back from repair center and the water pump is bad at 58k miles.

Seems to be a systemic issue for all N55 engines and a regular repair for 135i, 335i, and 535i engines. I wonder if there is any chance BMW will provide any sort of compensation given this is so common.
