Looks like a good use of donated money, as though donating to the red cross is worthwhile in the first place.

While it is the German Red Cross that typically "controls" these vehciles, the car's purpose is actually as a response vehicle for an emergency physician. You can get an ambulance or an ambulance and a physcian as part of an emergency medical response, depending on the nature of the car. I have seen mostly A4 and 3 series wagons in my area of Germany, serving in this role.
