some of it is marketing for street cars. Just dumping extra fuel that can make it past the cat and ignite for flames and pops/crackles.

some of it is for safety. Better to run a slightly richer mixture, especially in a high boost turbo car, than a slightly leaner mixture which could grenade your motor. Extra fuel going through the engine also helps keep temps down.

But ideally cars shouldn't spit flames or pop and crackle, its just wasted energy/fuel.. F1 cars don't do this.
