Russell came to a stop in a very vulnerable position with debris all around on track (high speed section of the track). With oncoming traffic at high speed, his mayday call requesting for red flag was absolutely justified. He was stricken sideways in the middle of the track and getting 'torpedoed' by another car could have had very dire consequences.
Anyone who ever got immobilized sideways in the middle of a karting circuit (entangled with another kart who is equally immovable or perpendicular against the track wall after an apex) knows the anxiety about the risk of getting imminently 'torpedoed' by oncoming karts. Of course, getting torpedoed in F1 car can be fatal instead of only minor bruises and a sore neck resulting from a low speed karting impact.
