BMW's keyfob security has been top notch for a number of years now, especially since the G20 3 Series and G05 X5 were launched where the keys can sense motion and if left stationary for a couple minutes will shut off comfort access communication.
Digital key works without cell reception because the "key" is stored on the phone. It has nothing to do with app connectivity.
If you lose your phone, but still have access to a regular key, you can go into the car and wipe out the Digital Key stored in the car. That way if someone finds your phone and knows what car you drive (odds are minuscule of BOTH of those things happening), the car will no longer recognize the phone as a key. Then, when you get a new phone and set up the key on that one, it'll knock out the first key off the old phone.
