That would be conventional wisdom for pre-Valvetronic engines. Remember that there is no manifold vacuum in a Valvetronic engine and any needed vacuum is generated by a vacuum pump. Personally, I'd still walk down the PCV/CCV diagnosis path if it were mine, since high vacuum should not build up with a properly functioning CCV even with Valvetronic as far as I know.
