No, I just saw something like it so I figured it out. It's not that hard. Here's some quick steps:

1. Duplicate the layer
2. Make a new blank layer
3. In the new layer, make a rectangle and cut it out where it goes under the car.
4. On the duplicated layer, do whatever you want to make the effect that it is washed out, black and white, low contrast, etc.
5. Select inside the rectangle and around the car/shadow and delete.

That's pretty much it- try it out and post it.
