Actually the FIA didn't state that, that is your conclusion.
The FIA only stated that HAM was predomiantly to blame. And only he got punished for that.
It could just as well be that the rest was circumstantial. Maybe wind or track conditions or whatever
The FIA doesn't elaborate on that so any elaboration on that is pure speculation and not the FIA's words.
Nobody here can speak for the FIA in that matter. No one on this forum is qualified enough to fill in the blanks the FIA left open in their explanation, so it's best that none of us goes down that road and embarrasses himself.
