Whatever mate.
The FIA was of the opinion that the car was carrying so much momentum that there was no safe way to slow down within the time that his red light came on on his steering wheel and the speed difference between the two cars.
Of course 'some guy' on some forum that has absolutely no racing experience in an F1 car on Zandvoort seems to know better what a professional F1 driver can do in an F1 car than the FIA....
And like I said: FFS it was a practice session!
There was absolutely no gain to be had from that so why brake so hard that you would endanger yourself and the car in question, trying to slow down whatever the risk.....
