UPDATE: found a damn leak in the tab that the previous owner had tried to bond/weld together the cheap way. Basically it was a small chunk of plastic that was broken up front near where the two brackets are ver close to each other (inner side of car).. I removed the old gunk and plastic welded it. Not sure how long it will last as I used the amazon plastic welding iron with the triangular head. Was definitely strange as water was almost pooling in the car through it.. and I had to use a heat gun and wife's hair dryer to completely dry the headlight. It did leave a ton of horrible water marks on the inside..but latest its sealed..
