The "settling" that happens is mainly the suspension's rubber bushings gradually giving up under torsion, eventually deforming. This is also the reason the rear suspension fights you so much; it wants to go back to its original position.
Loosening all the bushing bolts and re-tightening with the car sitting on the ground skips the settling process, probably increases the life of the bushings, and may give you slightly more drop. Ramps are necessary to do this if you don't have a 4-post lift.
