Settle down Jodi Foster! These “gouges” are hardly that. Hell even with a touch up pen these would go away. I used to be a tire buster long time ago and mounted probably hundreds if not thousands of tires. Unless Costco is using an old school machine, very unlikely it caused that damage and as others stated, looks like cheap paint. Why aren’t you talking with the “top execs” for you wheel chipping while your at it!
Cool down, take a breather and just get a little touch up paint.
