Sorry but you are incorrect. In legal terms, predominantly at fault means that fault is shared with another. This is a legal ruling and it wasn't the wind or track conditions which was being adjudicated. It's even in the legal description of the incident: "Incident between Lewis Hamilton and Max Verstappen is being investigated by the stewards." Had track conditions been to blame or a gust of wind, the stewards would have mentioned it. Max shares blame in this as well and it isn't speculative.
