This was on the line of all the 5 Series Sedans including the 528. Am I misreading this? It's on page 5 of the pricing PDF.

Yeah you're misreading it. It shows an "x" if the option is even available, and for the 528i none of the 19's have an "x". Only the 18" wheels have the "x".
