It's not the 460Nm which is small; it's the ratio of this value to the torque at 2000rpm which is small. When you are driving in city traffic you are going to have an extra 70% of torque arriving as you accelerate to 2000rpm. That's going to make some hairy driving at roundabouts.
With 3 x turbochargers, BMW should have been able to get something flatter.
